Under the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER), every lifting operation must be planned by a competent person with both statutory authority and technical expertise: the Appointed Person (AP). The AP holds ultimate accountability for the safety, engineering integrity, and execution of lifting operations on site.
